The Committee on Ways and Means shall consist of not more than twelve members, including at least one member representing Rota and one member representing Tinian and Aguiguan, and a member of the Minority. It shall be the duty of this Committee to consider all bills, resolutions and other matters referred to it by the House relating to taxes and other revenues; proposed expenditures; government contracts; government bonds; federal grants; the financial administration of the Commonwealth of the Northern Mariana Islands; wages, and related matters.
